How to create a 301 redirect for HTML web site?

I can't find this answer ANYWHERE online. I need to do a 301 redirect for my HTML Windows based web site. Google says I have duplicate content because I don't have the 301 redirect and it's hurting my PR . How to do a 301 with just HTML files? I tried using my host account (Godaddy) ISS but there is nothing there about it...
