(Tokyo Mew Mew) Mew Ichigo cosplay help?

I'm making a Mew Ichigo (http://www.freewebs.com/amori_realm/mew%20Ichigo.jpg) cosplay and I'm a little bit confused as to what to do on some parts. My first question is how will I make the skirt puffy like hers? And second of all, does anyone know where I can find a good corset pattern for the top (one that looks like the top part to her outfit)?
